Good Quora article on English weapon-carrying laws, by an expert. Items carried for the purpose of causing injury, even to an attacker, are illegal-- even a screwdriver, if carried for that purpose. Pepper spray ought to be OK, because it doesn't cause an injury. But it probably isn't.
